Weblogic Administration Server and EPM Web Applications do not start


Neither Weblogic Admin Server and EPM Web Applications don’t start.

It may happen during EPM configuration or after services restart that EPM Web Applications don’t start.
One relevant check and diagnose is to launch Weblogic Admin console (centralized administration service for the entire Weblogic components).

The Weblogic admin console doesn’t start and you can see the following error:

Root cause:

The file system-jazn-data.xml is corrupted.

The file Oracle\Middleware\user_projects\domains\EPMSystem\config\fmwconfig\system-jazn-data.xml is either incomplete and / or corrupted, therefore an error is thrown due to an “Unexpected end of Document error” when the OPSS framework is trying to read the file.

The Weblogic policy is stored in the file system-jazn-data.xml.
For standalone servers, all the policies are stored in the system-jazn-data.xml file and authorization is done against these policies.


Restore the system-jazn-data.xml.

Fortunately, Weblogic make a backup each time the each system-jazn-data.xml is updated and named it system-jazn-data.xml.backup.{ID}
To fix this issue, just replace system-jazn-data.xml file by the latest clean backup one:

Restart Weblogic admin server and check all is alright.

Then start EPM Web applications.
